The final DoD EPSCoR (DEPSCoR) announcement for the FY 2008 competition is expected within a few months.  The Nevada DEPSCoR office anticipates submitting state proposals in October.

Therefore, PI’s should reference the DEPSCoR 2007 Broad Agency Announcement (BAA) in preparing their pre-proposals found at http://www.arl.army.mil/main/main/default.cfm?Action=6&Page=8.
 

The DEPSCoR Program

DEPSCoR is a peer-reviewed competition that awards funds on a yearly basis to support research critical to national defense.  These awards also support the EPSCoR goal to stimulate competitive research capabilities in Nevada and other states that are traditionally under funded in the sciences.

  • Demonstrate strong technical merit.
  • Address critical needs of one or more DoD agencies.
  • Strong endorsement from the cognizant DoD program manager.
  • Build research infrastructure (people, equipment) in the state.

Proposals to perform research in listed technical areas, or other areas important to national defense, will be considered.  For detailed information regarding technical goals, individuals preparing proposals are advised to consult the BAA and to contact DoD program managers listed therein to explore possible mutual interest before submitting proposals to the state.

Researchers intending to submit proposals to the DEPSCoR program should be aware that the national funding for this program has been cut considerably in the past several years.  Funding for FY 07 was only $7M for the whole national program and indications are that it will be substantially lower in FY08.  Researchers should not see DEPSCoR as the only avenue or entry point for obtaining DoD funding.  If you are submitting a proposal through DEPSCoR, you should also be seeking funding through other programs as well.  The DEPSCoR program alone does not offer a very high probability of success given the low level of national funding.
